If you look at one of the photos at http://www.harryproa.com/building_Vis/building_Vis_12.htm you can see a top hat shaped ring around the mast. This is bonded to the deck and a boot is clamped around the mast. The bottom of the boot is drawn in with a cord around the ring. This allows the boot to rotate with the mast.
