Mixing cups are usually accurate enough. If it is a temperature
problem, then try heating it, but not too vigourously or the air in
the wood will expand and you will get bubbles.

If there is any mixed epoxy left in your mixing cup, or any tools with
epoxy still on them, heat them to about 30C (85F) for a couple of
hours. If they cure, the stuff on the boat will, eventually. If not,
you stuffed the mix ratio and the only solution is to scrape it off
and start again. A wide window scraper works well, gentle heat may
help as well. It is probably the shittiest job in boat building.
Try it for a few minutes, then decide whether it is less work to start
again. Overcoating will not help. Also try a sample of correctly
mixed and see how that cures. There is a (very) faint chance it is a
resin problem.
