Welcome to the list.

Latest on Raps' boat is that he is waiting for materials.  He reads this, so maybe he will update us. 

Making something a little bigger is no big deal.  A few years ago I built harrigami, a 35'ter with pretty much the accommodation you require.  See http://www.harryproa.com/archives.htm  and click on the harrigami links. 

Main layout differences between it and the 40' harry was the cockpit was for 4 people and the bunks had an insert across the hull to make them doubles.    There is a layout drawing on http://www.harryproa.com/gallery/galleryrestyledhg.htm   Let me know anything  you want to be different from this layout and I will incorporate it.

What is the maximum length you can build/moor?  The longer the lee hull, the faster, safer and more seakindly it will be.
Trailerable, demountable or fixed width? 
Best guess on max payload?  We can fine tune this as the design progresses.

Building it from flat panels will be cheaper, lighter and quicker than any other method.   Will you build it yourself?

As a guide ISAF Cat 2 is usable, but  their rules are specifically not applicable to proas.  Whether this means they ban proas, or just accept that they have different safety requirements is untested.  However, proas are welcomed by the San Francisco Short Handed Sailing Association, so this would be a start to general acceptance.   I am pretty sure that BAMA would also accept proas, but you might like to check.
