You can get small blocks at a reasonable price, and sheaves if you want to make your own blocks, here:

http://www.duckworksbbs.com/hardware/blocks/index.htm

Don't neglect ebay if you know you're going to need some boom blocks, for example. Used Harken, Ronstan etc stuff comes up all the time, but you have to keep an eye on it for a month or so to get exactly what you want. Often can find NOS (new old stock), older models which never sold and are still in the package.

For sails, look at used sail brokers like Bacon:

http://www.baconsails.com/

Input your luff and foot requirements and see what you can find. For example, if I were building a beachcat sized schooner right now I'd look at the two Trac 14 mains they have listed:

Catalog No 40-HEG8-136
Catalog No 40-HEG8-143

Luff 20' 5" Foot 7' 2" Leech 20' 9" Head 0' 0" Price $ 300.00
FULL BATTENED TRAC 14 MAIN, 4.0 OZ. DACRON BY PRYDE. TEQUILA SUNRISE COLORS. 3/8" COVERED ROPE LUFF. LOOSE FOOTED. VISIBILITY WINDOW. PEEL OFF INSIGNIA. TAKES 7 FULL LENGTH BATTENS, NOT INCLUDED. NO BAG. NEW/UNUSED.

$300 each, that's pretty good.
