It looks like it can only be used if the rudder is all the way down, when it is partially or fully retracted there is no way for it to rotate, is that correct ?  This would not work for me.  When in shallow water I would want to partially retract rudder and still be able to use it for steering up creak under power or for sailing in shallow water.  The original ruder design with rudder on side of LW hull I like since it can be partially retracted and still used, but my only concern is the limited 270 degree movement , is this a real problem or would you get use to it ?
 
What is the current design for rudder for 12 M Harryproa ?
