  In order to get a consistent test across various laminates, I'd suggest building a rig for your sledge hammer out of a couple of 2x4's.

  Ideally you could drill through the bottom of the handle and insert a rod through the base, allowing the hammer to pivot from that point, with some other 2x4's cross-wise to hold a panel of laminate at the impact zone.  Lift the head of the hammer to the same height each time and you'll have the same impact force.

  If you don't want to drill through the handle, you could also put the rod through two 2x4's and lash the hammer between them.  Whatever the setup, the goal is to have the hammer hit square every time, from a measured height.

  You could do the same height every time and see how many blows to failure.  Or you could do increasing heights and see which one breaks the laminate.

  Without being able to replicate the same angle and force of impact, though, comparisons between different laminates won't really be valid.
