A problem for foam as well as Polycore.  If you build from flat panels the inserts can be included in the layup.  It is easier, but not as pretty to add the blocks to the inside skin of the hull, rather than replacing the core.

Mooring cleats are outboard of the beams.  Can be wherever you like, but access gets tricky the further out you go.

One reason I prefer cedar or Kiri to foam is the ability to attach hardware easily , Is this plastic stuff strong enough in compression to take bolts/screws or do you need to carve some out and put in a wooden block?
Also while i'm here - where are the cleas for dock lines on Rare Bird?
