Closest is what is on the Visionarrys.  I have built a few drum rudders, which would do the job.  The devil is in the detail, particularly the kicking up (must not add stress to any parts while it is happening) and the steering wires staying taut in both directions when loaded and when kicked up.

Not sure which of Todd's set ups you are referring to, but happy to comment on whatever you choose.
