I doubt that GE makes good sense while keeping any appendage in the water unless you already must have a very long cross beam.
A tried but not yet trusted design is the Bixel wig of which here a flying model It points to Rick's first video and explains why a backflip is eventually inevitable. A full sized craft did fly apparently.
This is the classic tandem wing Airfoil TAF-8 (WIG craft)
The most advanced wig is the wsh-500 waiting for certification. Remark it has a fixed wall hoverbox as take off device and a Lippish reverse delta wing. WSH 500 Discovery Channel
But Rick's electric stabilized monohull is sheer engineering elegance of purpose and means, for sure.
