Hmmm,...   let me put it another way, deploying flaps is the same as increasing the camber of the wing, except with more drag.

Planes don't use flaps to fly, they use them to increase the wings ability to create lift for takeoff and landing, when they don't care about airspeed.  

I posted a sample of the drag numbers before, a normal wing has a coefficient of drag of say .03  and with flaps it goes up to .4 to .8,  that is an order of magnitude more drag.  And drag is a straight-line reduction in speed.

If you want to sail slowly use flaps : )
