No "maybe" - it is definitely true and well documented - power output for a given oxygen uptake are not measurably different between upright and recumbent position. 

recumbents have a seat, so you have something to push against on the 'down' crank which adds to the effort you can apply. Also the smaller wheels accelerate faster as they did with Moulton bikes which were also banned.

I remember a velodrome track bike, might be 30-35 years ago that had levers onto the crank which was situated above the back wheel and behind the seat. I think it was described as a bi-lever bicycle.

Anywho the thing was pushing a 60 tooth crank and was said to be a lot faster than the conventional fixed wheel bikes. It could just be that the rider eventually runs out of puff over longer races, but the situation with velodrome at the time was dominated by short races.
