There is an Alenax bike with balanced lever arms that operates much the same way is my lever arm prop drive:
I think they use a pair of sprockets with a freewheel having the conventional bicycle dog clutch. That does not engage as smoothly or as fast as a roller clutch like I used. It probably feels clucky. However the lever system allows more flexibility with the leg stroke than a crank. Basically the stroke can be whatever you feel is comfortable for the power level.
There is an array of treadle bikes driving a chain ring that allows normal chain gears.

I remember a velodrome track bike, might be 30-35 years ago that had levers onto the crank which was situated above the back wheel and behind the seat. I think it was described as a bi-lever bicycle.
