Yes, but the real problem is that the bow is a wedge shape with a flat bottom. The bottom of the bow needs to taper from above the water surface to the horizontal portion of the hull at about a 12˚ angle or less. That would 'solve' both the bow down attitude and the spray and provide a couple extra knots of speed.
But, that comes with a price, it is much harder to build, it will create more pitching and hull slamming (which slow the boat down) and it puts more stress on the structure.
One of the things about a water piercing bow is that the ride seems very smooth. It may be that a fence with an upside down U on the bottom is a very good solution. The fence will lift the bow in proportion to the speed and if the hull stays level that will give the best speed.
