Most likely temperature.  


Are you using a low blush epoxy?  If you are doing the work in a cool damp climate then you may be mistaking amine blush for lack of curing.  It leaves an oily film that needs to be washed off before covering.

On the premise that the temperature is the problem you could increase the temperature by covering the hull in black plastic and leaving in the sun for a few hours.  That will lift temperature maybe 10C and increase curing rate.  Beyond that you need a heated enclosed work area.
