I am pretty sure it is a piezoelectric generator and it works in small scale applications, but does not scale well.
There have been hundreds of power generation ideas based on it from pads on stair steps to walk ways made out of it, brakes, even tires. I would think on a boat some kind of wave action could power it cheaper and easier too.
