The only place i had to do that on the El Camper was for the anchor cleats. Some layers of ply bonded to outside of hull and glassed over and out onto hull to seal and spread loads. Bolt through into the ply.
Fill drill holes with epoxy and high density epoxy bog (cabosil). Or overdrill with larger size drill bit, fill hole with high strength bog, let set and then drill actual size holes.

All other things usually screwed on were done pretty easily with composites (bog and tow or cloth, and also some SS pins used too).

    Aluminum does not bond well with adhesives. 
It is done in
aviation all the time, but in extremely controlled
conditions with
rigorous surface prep, and even then it has little
peel
resistance, requiring mechanical fasteners along the
edge for
insurance.   It's of course a different
situation when it is
completely encapsulated.   I'd look at bonding
in a wood strip,
and perhaps screwing an aluminum wear strip over

shore chews
out the paint and the fibreglass. Has any one
