A mail list as you describe is very simple. Which is an even easier lighter option. A web interface in this case is harder. Let me research list serv options.
In a typical web forum, as is probably well known, you cannot reply with an email. You get a link to goto said forum, login and compose.
Is that a deal breaker for users?
