regarding the valve, if there is a free tiller the one not hooked up to a ram, then it can be manually freed for hand steering. Neutral is then unnecessary because you could simply center the steering on the hydraulic operated tiller and free the other for hand steering.
I like it, only thing simpler that I can think of is a self contained tillerpilot, but those tend not to be as reliable as hydraulic pumps and can die if they get drenched and have more mechanical parts that wear.
