The further out you set the rudders the smaller they can be to prevent rounding up.  Also there is not much benefit in lifting small rudders once reaching.  However with small rudders you will not be able to prevent leeway so the hull creates more drag because it has a sideways component.  If the large rudder is mounted close to the beam, the amount of helm required to counter the weather helm will also prevent leeway and the hulls work more efficiently.  The rudder is dual purpose, acting as both leeway preventer and course maintenance.


Long shallow hulls are very inefficient foils so leeway comes with a high induced drag penalty.

I tried, on el camper, to place the aft rudder as far back as possible so as to have the effort of sails in front of the rudder.
It worked out ok.
Rudder was not too close to bows to be hit by waves, but seemed far enough back to balance sails.
But that was one rudder alone. 
Waht then happens with a front ruddef down?
I would say, it may be ok if near to ends.
Maybe main problem if either rudder gats too close to middle of hull.
