I think it is easiest if you have access to the inside.
You can then keep the hull surface flat on the outside and put as much strength, layers over the repair on the inside as you like.

This implies you can get somewherevand dry it out for a day or two, up on blocks/tyres to get at the underneath hole and let it dry out.
