Depends where you buy them. We are getting high quality materials from China for less than half what we pay locally, but they won't supply part rolls, so it may not be worth it for a small boat. I have attached the materials list from the first page of the plans.

If you made an E25 or another of the lightest Harrys it should be possible to retro fit the addition of foils on later.
No need to specialize in a fixed - foil or not foil - type.

Yes. A better option would be an insert into the sheer web of the rudder. It should be removable, but more importantly, it should fall off if the rudder kicks up. Otherwise something breaks.
The rudders and brackets are already very strong.

Most of the support is sideways/fore and aft. We would probably do it a bit differently for foils.
Would need both rudders LW hull down always. And the rudders like on E25 that turn round other way after shunt.
No problem if the foils were on the bottom of the rudders so they turned as well. Something like the Volvo proa
WW foil? Dunno.
Probably not for a beach proa. Should be able to fly the ww hull and keep it flying with sheet, helm and crew movement.
