I would recommend against a forum.
Forums are a magnet for spam. It is a full time job keeping the spammers out.
Something like GNU mailman, which is a mail list that allows web browsing, like yahoo groups do, and has full email posting. It can also store attachments so posts look like they did when they were sent. Also, mail lists are very light.
